با سلام پاسخ شما را سایت اصلی داده است:
Voting buttons would be available only if you have rights to vote:
- you have rights to vote
- you aren''t comment's author
- you haven't voted this comment yet
- you are guest and nobody from same IP has voted for comment

In other cases these buttons would be hidden. So if you test on local site as guest - all comments are posted from the same IP and you couldn't vote. You could check this by next way:

1. Set permissions to vote to Unregistered usergroup
2. Login as administrator and post some comment
3. Logout and enter site as guest
4. Voting buttons would be available

Regarding Reply button - it is available only for Treeview layout and hidden if Plain list layout selected.

And the last - Report to administrator - you need setup permissions to use this feature in JComments settings.
